I see a lot on this topic and can overwhelming for a newbie.

What is the best way to create ONE landing page from scratch, with a low budget?

The hard way or the easy way?
With hard way you should know how to code a web page! With HTML, CSS, and JavaScript. HTML will be the content the structure of the page while the CSS is how it will looks, and JavaScript to add functionality to it. This is the hard way to make a landing page from scratch by hand!
And the easy way is using a template, there’s plenty of sites where creating a landing page is easy, where you can create it and test it.

you may try unbounce site.a lot of themes that are simple but great features.

It doesn't look like anyone has asked you what the landing page needs to do, and that certainly matters. Do you want to display a video? Have an opt-in form? Get people to call a number or subscribe to an SMS list? Provide static information?

The easiest and one of the most affordable ways is to find a site that allows you to build a landing page without having to know code.

You can use html5 to make responsive website for mobile and iphones , it would be easier for you to use it. You can use editor to make html5 page

With the Resposive Theme Plugin on WP it's very simple to get a quality mobile landing page, because the home page becomes the mobile splash page, it also allows you to add opt-in, the Responsive Theme is like that.
