Monetize how? Charge per download or charge per feature? Ads? More context would help as there's many different opportunities to monetize an application.

Just thought about allocating a budget and paying as much as needed per install

Charge per install with some ad's within the app

OR

Have a standard app with some features locked and premium version that unlock more meaty stuff in the app when they buy the full version

Monetize it with ads. AdMob, StartApps, Inmobi. There are a ton of different networks to try out.

So a CPI model works for you? Which markets are you aiming for?

The challenge with in-app advertising is making sure your users are engaged. You have to make sure that your content is engaging, interesting and fresh enough to bring users back multiple times. Ad click rates can range from half a percent to five or six percent depending on the offer, so rather than generating a download you have to generate perhaps a hundred ad impressions.
