There are various regulations put in place by mobile operators, but that's only for the best, as otherwise people would constantly be receiving spam, and that isn't good for anyone.

I don't know where you are, but you should look into the regulations of your country, if they have any (regarding SMS marketing). Honestly, it's a solid way of making money, especially if you have your methodology down.
