Tax dollars are the only reason why they care.

Did you watch the video? That bit of collapse could have been the start of something even bigger. Not all government rules and regs are bad, and, especially for construction, OSHA regs are there for a purpose to save lives.

I know there are nationwide Uniform Building Codes (UBC) and then local codes... Where I used to live,
they adopted the UBC around 2000, and I was all for it after seeing some of the shortcuts people would take. Especially with electric re-wiring of older homes. And what somebody was calling a deck on their "newly remodeled" home they had for sale.

When I worked for Wal-Mart, I was surprised at the number of OSHA violations my particular stores had.
Mainly ladders that were not up to OSHA standards, and no hard hats or steel toe shoes in the dock and back storage areas. Amazing mess in the trucks that deliver the stock. The warehouses just throw everything in in whatever order they want. Heavy items on top...

      I have to disagree.

Rather, I think, some companies don't follow OSHA laws and regulations because they want more dollars. They don't care about their employees, just making more dollars.

I've had a few dealings with OSHA and though they try to protect workers some of their regs. are just illogical. For example when working on a pitched roof you are not allowed to be on the roof at all unless you are in a safety harness that is attached to the peak of the roof. When an OSHA rep told me that my first question was how do you get to the peak to attach the harness then?

EDIT: Those guys in the video looked like amateurs trying to act like pros to me. This is what you always use when digging a trench https://en.wikipedia.org/wiki/Trench_shoring
