What you say cheat or not?

Before 25 to 26 days One guy mail me and ask i want to buy home page link on your Sports web ,We start conversation at least our deal closed in 70$ but my theme wasn't working me Contact with my developer than Change complete theme with Extra money and appear on home page his link as he want.

After his Completed requirement me send Request for money than his reply my Company not accepting this price 70$ i can pay you 50$ me again accepted his request than he said in next 24 to 72 hours you will got your money but now spend 15 days his link index by Google i cant do any thing about him ,He is From India i cant say all Indians like this in whole world working Good and bad peoples work which are insults them skills and Countries respect what you say he is cheater or not?

Why Me share this complete situation step wise just want to know how i save my life like these type peoples or dealers what you suggest me?

    You simply the back link and create spam back link for that website..
    Just put his website back link in pron , Drug , related website..

    Then he know value of the back linker and his hard work.
