    It is the TLD. Specifically, it's the TLD for the Republic of Tonga, which has a total population in the 100,000 range. While most countries do not have any site at the root "unnamed" resolution of the ccTLD, there is no reason they can't.

    http://to/ is operated by the network information centre responsible for their domain registry, probably on behalf of the government themselves.
