Unable to fill colors in Adobe Photoshop when scanning in black and white

I scanned some images and want to change their colors but i am unable to change their colors. the adobe photoshop experts knows about my issue. please tell me, thanks.

    Convert the scanned image from grayscale to RGB or CMYK.

      Image > Mode > "RGB" / "CMYK" (only use if printing)

    So you've scanned some images in black & white and you now want to change the color. Is that correct? Do you want to have the whole image one color or do you want to colorize just some parts of the image?

    Basically, to save space, formats can limit the number of bits and/or their use. ALSO, they have PALLETS(a selection of colors that can be used for that picture)! THAT is why people are saying things like you need to change it to colored, etc...
