Two neighbor living in my block have really bad behavor. They usually try to against or accuse others who are living nearby the block.

What to do with this people?

      It's really sad that in my location, when you need police, you need to spend money, not as easy as you most people think.

    Are others as upset with them as you are? If so, get a group together and go into the police. They are much more likely to be responsive to a whole group than to one person. There is more power within a group - and if money is needed each can pay just a little so it doesn't hurt anyone. If the police won't do anything - take the whole group to the person's house and deliver a "Cease and Desist" notice, then give a copy to the police. If police want money, they probably can't afford the service either and having a group standing on your lawn to telling you they have had enough is a little intimidating. If THEY call the police while you are there, as long as there is no violence from the group, you can just hand a copy of the cease and desist notice to the police when they arrive and you still have more power than the single person does. Note - if your group becomes violent or threatening, the police will most likely arrest you.

    There always has to be one, doesn't there? Where I come from, these type of things are usually dealt with without the need for police. Unfortunately, more times than not, the only things these morons understand is a good thump on the nose. NOT saying you should do that, just saying the way things are around our way. Probably part of the reason why I haven't lived there for the last 15 years or so.

    What exactly are these neighbors of yours doing that is so bad?
