How Does Google View Keywords?

Hi everyone,

I'm still fairly new to writing articles on the internet, but it's gone well since I've started 2 months ago, and I think I can start a company out of it. But, I have to continue to develop my skills.

Here's a question I have, but it is somewhat lengthy.

Basically, I'm writing for a small company that really likes my work, but I'd like to improve the quality. Keywords they want (this is not specific, but a close enough example) include things like "fitness company in Wisconsin" and "fitness products in Wisconsin."

My question is, in order for Google to know what keywords I'm targeting, but at the same time avoid any of its penalties, does it need to have the phrase exactly stated as "fitness company in Wisconsin?" Or, can I say fitness, company, and Wisconsin all as separate terms frequently enough for Google to recognize what is going on? Or, am I kind of wrong and should I take a different approach? If I keep saying "fitness company in Wisconsin," that detracts from the quality a little, and visitors may get turned off. If I could avoid it, I'd sure be happy.
