How To Get Paypal E-mail

I've signed-up in paypal in November 30 2011, in the paypal sign-up process, they said I'll receive 2 small amounts which I've to tell in the payapl website to confirm it. But until now I've received only one! So, what should I do? Can I get a paypal e-mail without confirming my bank account? I've also contacted the paypal support they answered something like this(which I didn't understand):

A. Problems with my PAN taking too long/ Still have a Limitation on my
Account

As a reminder, the Reserve Bank of India guidelines are required for
PayPal customers to receive money and withdraw money from their
accounts. To comply with the guidelines you are required to:
- Add your bank account in India to your PayPal account
- Update your PayPal account with your Purpose Code
- Add your PAN (Permanent Account Number) to your PayPal account

Some customers have run into delays due to not updating their account
with their Purpose Code. This is simply the default purpose for your
transactions, which helps regulators identify the exact nature of your
cross-border transaction. This is only required to do one-time, unless
you chose to update it.
To add or update these details:
1. Log into your account and click Profile near the top of the page
2. Click 'My money.'
3. Click 'Add' or 'Edit' beside Purpose Code.
4. Complete the steps and submit.


B. Question around why my funds are being Auto Withdrawn from my PayPal
account

Why is this happening?
In order to be compliant with Reserve Bank of India (RBI)
requirements, PayPal customers in India will not be able to keep money
in their PayPal account balance. We are making changes to the website to
automatically transfer all funds from the user's PayPal balance to their
bank account. This change is to ensure that we continue to stay
compliant with the latest RBI guidelines.

Are there any fees for me?
As a result of maintaining compliance to RBI requirements, PayPal is
waiving withdrawal fees for withdrawals less than 7000INR.
