Why does Ratboy from "Dirty Money" hardly speak?

I love watching "Dirty Money" on Discovery. Why does Ratboy hardly ever say anything? Is he dumb, shy, just doesn't like talking?
One of those things that won't effect my life in any way but would love to know.

Hello,
I do not like to talk to strangers more than I have to,

Mermaid Boy on Sponge Bob Square Pants speaks a lot. So I'm honestly not sure why Ratboy hardly ever says anything. Maybe it's like HeySal says:
