Where Can I get Affiliates to Promote my Program.

I am an Affiliate manager in a certain VPN site, and I needed help or advice on where I can locate affiliates to promote my Niche.
I am also available for an open discussion to discuss a partnership possibility (benefit driven possibility) if you would be interested to become an affiliate in my program.
I will personally discuss with every individual the %commissions he would be willing to work for and why, the types of promotional methods he would be comfortable using, size of banners to use if he/she has a site, that kind of thing.
