Unfortunately you may very well be out of luck when it comes to Ray Gill.

I bought a design WSO from him in January. He started out sort of OK
(delivered one element) but then disappeared completely.

I did end up opening a Paypal dispute after numerous times trying to
contact him. That action was the only way I was able to get him to
contact me back.

Once he got back in touch with me, I tried to give him the benefit of the
doubt and told him that if he provided a couple of more elements I would
then drop the dispute. He proceeded to send me stuff that was not at all
what I needed - plus he took a lot longer than promised once again.

When I asked him if he would just issue the refund so we could part ways,
he sent me a very nasty email telling me to raise my dispute to a claim
and let Paypal decide on the matter. I did that - and Paypal decided in my
favor finally.

Unfortunately, Ray only had $4 in his account so that was all I got back
out of the initial $197 purchase.

I feel that he scammed me and others on this forum - and in the end he
got to keep the money for work he did not provide. I'm sorry if you were
one of his victims too.

Please enlighten the unknowing masses to the escapades of said, "mr and/or mrs gill". Your research is unsurpassed as far as whistle-blowers go. You'd make any investigative journalist proud.
