Hostgator's Baby Croc hosting plan without a doubt. You can easily install WP with the QuickInstall tool at the cPanel.

That's a huge price range. Tell us more about your requirements.
How many websites are you looking to host and how visitors per month?
How many concurrent visitors do you average "users on your site(s) all at the same time"?

HostGator is a good host, although I prefer HawkHost.com myself.
Do yourself (and any future clients) a favor, and learn how to install WordPress manually.
    It's not hard to do.
The so-called "one-click" solutions leave gaping security flaws that every cockroach/cracker on the Internet can exploit to destroy or deface your work.

Dreamhost has an easy Wordpress installer. Within your budget it'd easily cover hosting and a domain for a year.

    Hostgator by far. Super simple.

    Do not like Hostgator!
I started with 1&1 which is a very good service except they don't offer C-panel.
I switched to Hostgator. Too expensive, particularly for domain names.
Ended up with Bluehost. Web Hosting, Domain Names, eCommerce - Bluehost.com
Excellent service, great support, easy to navigate, and the best C-panel I've seen.
C-panel seemed to have a few more perks than the others.
