Yep funds cannot be transfered from paypal to paypal in india.

But as it is india, try payza or just do a bank transfer. Ask the buyer to fund the amount to your bank from his nearest branch.

You can also do it with other payment processors rather than paypal l, like moneybookers but I would recommend bank transfer as it is fast.
