Softphone that works with Windows and Android?

I am looking for a VOIP phone that works with Windows and Android, that gives me my own number and texting capabilities that isn't Skype. Anyone know of any solutions for this need?

Why do you want android? Most people don't have microcontrollers, etc... that use android, and an android phone has it built in. In fact, I think android itself may have it built in.

To get your own number, you will need a service as well.

  So I can have a separate business line than my normal one. I know of a few services, but I am trying to find even more. Line2 is one of them. I want Android so I can answer on the go when I am away from my computer.
