could it be a security setting with a 3rdparty antivirus or windows? preventing certain downloads by design.

i have experienced different weirdisms with flashplayer thru its evolution/versions

i use both chrome and firefox to get everything that explorer did.

to this day i have different databases and platforms, etc that won't work with one or the other browser so i have them both up on any normal day.

you have to get the adobe flash supporting firefox instead ... have you tried that?

I am familiar with this sort of problem - though in my case
it was just certain sites with flash content wouldn't render
      in Firefox.

The issue is a sticky one - I never figured it out, though
      I got close when I discovered Chrome's insidious file-creation
patterns. Chrome, whatever it's virtues, messes-up
settings and will affect other browsers. The reason
it is made this way is for security, so I understand Google's
      reasoning.

Sometimes there is an old version of flash that is still sitting on your computer that you have to get rid of first.

This might not be the problem but it's worth a try.

I'm assuming you are in windows so go to the add/remove programs in your control panel and see if there are verisons of flash you can uninstall before installing the newest version.
