I first noticed blonde female security guards at a business seminar held at a hotel. I briefly chatted with one of them and learned that she was Russian and had served in the Israeli army. Then I started noticing Vancouver business personalities of various backgrounds -- Indian, Chinese, Italian -- accompanied by blonde female bodyguards.

        I think only like 20% of the general population is blond. Although in places like scandinavia, blonds at least WERE more common, I don't think that is true of russia.

        Blonds MIGHT stand out more though, since the difference is more noticeable and isn't so common. So maybe most AREN'T blond, and the OP just NOTICED the blonds.
