Is there an easy quick way to find this out with most sites ie how long ago they were set up .and then ideally when the most recent significant design/ layout/ coding change happened etc etc .

keep it non techy please

Non-Tech: Look for an old copyright on the bottom.

Tech: Look for file modification times on the html files, and css files. If you were to build a graph from this information you can see the oldest modified image, and the newest modified file and get an idea of the range. This is fairly accurate except in cases where files are uploaded from an archive that preserved dates (such as from a script installed on the site).

There's a domain age tool, you can Google it.

You can also look at the Web Archive.

Find out when the domain was registered. Most accurate way of finding that out.

Do you want to know when the domain was first registered or the last time they made major changes to the site?

I don't know the answer, but I'm reading two questions in your question. The 2nd one vastly more interesting than the 1st one to me.

yes I should have been more precise, apologies.
I meant the second option, when was the last time they done a decent changes to their site , some site look dated, but some actually 'arent' even though they actually are if you know what I mean ,
if someone has a crap site but it was only done 8 months ago theyre potentially a different lead than one who has a crap site done 6 years ago

I would consider using a web archive. They are simple and easy.
Here is one that I would use myself:
