I think I need a PBX system?

That's to say, I need a toll free number where:
Calls can be recorded;
Extensions can be easily assigned and switched out to different mobile numbers.

That would be services such as talkdesk, ringcentral? Am I right about that?

    I just signed up with Phone.com recently and I'm pretty sure they offer all of those options. They offer a 30 day free trial too.

    A PBX system would be for your current phone system, not cloud based.

    Are you running an office, or is this more of a remote type deal?

    If you're running an office, your best bet would be the business internet/phone packages with admin panel to where you can set up hours of operation, auto attendant, different extensions, extension rotation, simultaneous ring, forwarding to cell phones, hunt groups, etc.

    If this is a remote type deal, Freedom Voice is pretty good but lacking in phone tree options in my opinion. Ring Central is one of the best known. Grasshopper and 8x8 are other options.
