Best way quality lower state reach recruitment B2B Direct Sales, any ideas?

I wanted ideas or any thoughts on how I could possible effectively reach and/or identify candidates to hire as agents for my Direct Sales B2B Company. And im looking to target all the cities eventually, but a mentor of mine build one of the largest personally over a long period of time by going into all the smaller states. I would like to take that strategy he used decades ago and apply leverage.

So Far, what I've tried:

I've made a capture page and tried sending some solo ads out but the best things is a steady 1 or 2 people a day from craigslist, I'd ideally like to turn that into 5+/day for at least a short time, and i have already cready videos that do the work for me, but This is NOT network marketing and definitely NOT MLM.

WHAT IM LOOKING FOR:
I'm look for top quality professional candidates, I could provide the website, but it would probably be considered spam, to explain it better. I just want to reach as many people as possible and then im not worried about my initial message weeeding people out, (something to the effect of the ad pasting below)

My Quick background:
started to learn basic HTML and websites back in 1997 in school and picked up a few books and programs on internet marketing throughout the years as well as helped a company make a landing and funnel for their entire company, i feel so much has changed and forgot a lot of what was important and what works now.
