If you did a little bit of research in the property management field,
2 things crop up...

1 Most managers aren't that good,
therefore high turnover

2 Having a vacant property is the owners biggest fear,
especially if they can't cover the mortgage out of their own pocket.

Certainty of performance is the key principle used here.

    One of the long term agents in my area back in the day had several methods to attract people who wanted tenants and property management services.

    He wrote a book. I must dig out the exact title but it was something like

    "How to self-manage your rental property and why average property managers fail?"

    The premise in the book was that the average property manager was charging a low fee and therefore couldn't deliver satisfactory results and you could do-it-yourself....but here's why his property management services cost more than the competition.

    Greg built a huge portfolio of properties under management but his real genius was not that he made much money from the property management....his real play was selling the whole portfolio to another firm for a huge sum a few years later.
