Cold Calling, Auto Dialing Laws for US? Please help.

I want to get into cold calling and autodialling US from Outside US, and would like to know the regulations in place.

1) Can a Press 1 dialer used for soliciting B2B?
2) Can a Press 1 dialer used for residential dialing?
3) Can I have the dialer say "wrong number" on live answers but leave a VM on others?
4) Can I autodial a list of residential numbers and answer live?

How safe are these?

    Honestly the best advice I'd give is consult a lawyer as laws are different on a state by state basis. When I was stateside i heard horror stories about tcpa fines.

    At the end of the day it's your business and your responsibility so why risk it on the advice of someone in a public forum.

    Here is a page I found that answers many of your questions. Some of the answers are grey areas and require explanations, which is why you can't get simple "yes" or "no" responses.
