How to promote a 'Mobile Hookah Service'

Idea is to turn any event into a Hookah Lounge atmosphere, and there are only 2-3 companies in my area that are doing this and doing well in it, I enjoy Hookah and I am considering doing this as a freelance gig. So obviously we have Craigslist for local, but what more can I do to grab the local event/parties market. I was thinking of visiting wedding planners and telling them about my service. As far as Facebook local marketing, could someone suggest me a course on this? As far as website, I was thinking of only doing Instagram for now, until I register the business. Any suggestions will help
