Business owner is rarely in: Cold call first?

I've recently started cold calling and as expected, the business owner is rarely in making most of the time I spent cold calling a waste because as we all know, talking to employees relying on them to deliver some information is extremely unreliable.

So, is it more effective to give the business a call first? Ask the person answering(assuming not the owner) if the owner is available, if not, then ask for the best time to call back when the owner is in and then aim to make an appointment from there on.

Sorry if this has been asked before, I've come across such questions before but can't seem to find them again
