Weebly Wix site rental

I am wanting to build a site and rent it out when it starts to perform. I have been wanting to do this ever since I started buying leads for my service company a few years back.
Big Problem is I have no experience in site building only limited drag and drop like weebly.
My ? is could I build a niche site for a service for another state using Weebly, Wix or other then start learning and applying SEO strategies to the site.
I would not expect to rank fast. But is it doable. Seems like the best way for me to learn to build and promote a website. WP confuses me. I do have a WP site and a host that I am able to log on and make changes to my site but not real aure what I am doing so I keep changes to a min.
I have seen some sites built with wix and weebly that perform pretty good.
Any advise

      If I dont live in the area that my site is built for and using weebly to built that site will it still be able to rank??
      Also can I built several sites in other states with one weebly account without negative google ranking??
