Geo Targeted pages that look like home pages

Hello all,

I am working on several projects and found a website that does what I want to accomplish, but I can't figure out how he is doing it.

Let's say his main page is http://oxbow.com. He also has http://oxbow.com/stamford-seo/, http://oxbow.com/boston-seo/ and others. (Pages are example top protect the innocent)

They all look like home pages. That is the key -- to the layman visitor they all look like they are home pages, but with geo content.

Here is what I have done so far:
I checked and it is a WP site.
I talked to the developer of the theme and they said it is not a the function -- maybe a plugin.
I used a online tool that detects plugins on a site and this is the list it came up with.
