Chicagodentist.com and do not have a listing in Google places, (that now show as regular search results), is it possible to get a #1 ranking for the site? I know businesses should want their site listed in Google places, but leaving that out of this scenario...

Here's the scenario, if I want to rank my website (not real-just an example) www. Chicagodentist.com and do not have a listing in Google places, (that now show as regular search results), is it possible to get a #1 ranking for the site?
I know businesses should want their site listed in Google places, but leaving that out of this scenario...
If someone wanted to build a site, get it to #1 and then offer it for sale to a local (Chicago dentist for example), with the newest Google places search listing changes can a # 1 position be accomplished for a site that is not listed in Google Places?
I am interested to hear your advice.
