Other side of the tracks -- boundary of "money city"

I'm helping my sis to rank for her business and she is literally across the street from the money town.

What's my best strategy to rank her for this other town? Ideally, she'd rank for both. It's a low competition word.

It's not that hard. You could make a "service area" page and list the suburbs. Or in your intro you could say, "Welcome to xyz website. We provide (insert service) to (town 1, town 2, town 3) and surrounding areas.
