Google Places Question

Google Places looks like the place for any local business to be, so I've been exploring and looking at how to do this, so here is my
concern/question.
Scenario:
Do a search for Plumbers Minneapolis and I find places full of course, but I see several adwords for plumbers. Let's say that there is and adwords for Maple Grove Plumbing (Maple Grove being a Suburb of Minneapolis).
So I search for Maple Grove Plumbers and Maple Grove Plumbing has a Places listing in the Maple grove search.
Now here is what I am wondering. Since he is buying adwords for Minneapolis, is there a way to get his listing to show in Minneapolis places, where it will really do him some good?
