You could offer something of value.
For example: Become a fan and receive half of your haircut!
Or receive a free haircut on your birthday by becoming a fan, or a follower.
Just depends on what products/services your client offers.
    People love coupons and freebies.

The best way like said above is to give people a reason to become fans by giving something away for "liking" the page. You can use a "hide" script that keeps a coupon or something else hidden untill someone likes the page.

I cover some of these methods and some other offline methods of getting fans as well in the free Offline WSO that is listed in my signature. It may be able to help you out somewhat.

If you're dealing with a local business, buying fans unless you know they are local isn't a very good option. Having fans for the sake of having fans doesn't do the business any good. You want people that are true fans and are true customers of the business that they can contact and get in the door more often. It would be better to have a 100 true fans then have 1000 people who you pay to "like" the page.

It's best if you can get their customers to get on Facebook and "like" the page then refer the page to others, then their friends will see it and hopefull do the same if there is a good incentive involved. You can also use Facebook ads and target them locally by keyword as well.

Here's a brilliant idea using promotional products and QR codes to generate facebook likes. Best of all you can target that niche market offline.

You can post an ad titled follow us on Twitter! People will follow you out of curiosity. Then when you updating, you catch their attention and draw them into your business.

    If I understand you correctly....

    For Twitter:

    1. You can manually follow: Search twitter for others in your same niche; then follow them. Most will follow you back.

    2. You can Auto follow: There are many Auto-Twitter Following services around, but I'd caution you on this approach; as Twitter has 'following' guidelines that you need to be aware of. Some charge as well.

    3. Try Google Alerts: I set up Google Alerts to be fed to my followers via TwitterFeed. My followers (and those I follow) grew automatically without me touching it. Be careful when using google alerts to feed your accounts; as it can spit out some irrelevant content. Use filters to minimize this.

    4. Put a 'Follow Me' Button on your website

    For Facebook:

    1. Search for others interested in your niche, invite them to your page.

    2. Join Groups; post good information; then refer them to your fanpage.

    3. Put a ' Become a Fan' or other FB button on your website

    I hope this helps.

Offer information, tips and resources that helps your client audience. By doing that your client is the go to person (expert) and they will pass the information around to their friends.

Make sure the information does on of 3 things:
        1. Saves the audience time...
        2. Saves them money...
        3. Provides research for a product or service...

        It's that simple!

I use TweetAdder to find targeted followers and other Twitter functions.
Growing a Facebook Following is much more involved. Here is video I made about getting Facebook Likes - Did this a year ago but most of it is still valid for business owners.
