Site Wants To Link To Another: How SEO That?

How would you best do this?...

Website A knows Website B. Both are in same niche, but vary slightly as
site B is for educational, while Site A sells a service/product. Site B
agrees to link to Site A to help Site A do better in the rankings and agrees
to make a whole page, seo optimized, just for that purpose.

What aspects of SEO would you do on that Site B's page in the linking and
helping of Site A?
