Duplicate Content & Local Keyword Modifiers. Is there a penalty?

I've tried looking for info on the forum but haven't found anything yet. I'd like to get some feel for the duplicate content issue and local modifiers.

In short, what I'm doing is creating local websites for instance plumbers in City. The city is big enough to actually service about 20 other surrounding cities as well. So what I'm doing is using The Best Spinner for a generic service description page at about 35% uniqueness. Then I'm replacing the City in each spin with a surrounding city. So in theory I've got 1 webpage that is spun 20 times and a local modifier is inserted in each spin, i.e. CityA, CityB, CityC.

My question is "Is this good practice?" or do i even need to spin at all. Could i just as easily just replace the city with another city name without spinning the original page. At the end of the day I'm really only spinning non improtant words like "The, if, when, etc..." I can't really spin City Plumber, City plumbing type words without losing serp rankings.

Thoughts, advice is appreciated.
