OFFLINE MARKETING

I ran across someone today selling a text messaging system for $1600. They offered full management and you owned the software. You get your own short code. All messages are free forever and there is no monthly maintenance fee.

Has anyone seen anything like this before? A prospective client told me about this. I am meeting him on monday to find out more information. Doesnt sound right to me.
