SEO for offline businesses

Hello Warriors,
I'm new to offline market and I can't figure out a few things about SEO there.
I'll take an example here:
I want to rank a website for a french restaurant in Hong Kong.
I'll do some keyword research:
french restaurant hong kong -->590
french restaurants in hong kong -->480
french restaurant --> 1300
Seems like it could bring a few customers!
Now let's say I'm to build a website for a restaurant that has none, I understand I have to target these keywords, but am I suppose to write pages and put them somewhere on the site? Then I do backlinking to these pages? Should the pages appear on the site menu or be hidden from it?
I can't figure what's supposed to be done with this!
Then if I look at what happens when I type in google "french restaurant hong kong"
I get #1: frommers.com, listing site PR4
#2:tripadvisor, PR3
#3 discover Hong Kong PR5
then I get 7 Google places, then some more high PR sites.
I would never do it myself, but I need to understand what has to be done to rank a site.
What would you do? Is it possible to get there? Is the best chance Google Places?
Thanks for getting me out of the dark!
Olivier
