Last June we picked up a customer who we run a PPC campaign for. The campaign is spread over 13 counties. Since then we have talked to them about doing organic SEO. Several meetings were scheduled and canceled over the months. One of them was a no-show and I probably should have billed them for it.

Anyway, last month they decided to do organic SEO. Each month we would target two main keywords and a few secondary keywords. We would set up 2 landing pages with an EMD, create a video for each main keyword and submit it to 3 video sites, and set up 6 other web properties for each main keyword.
Then backlink most of the properties.

We did the work the first month and accomplished our goal of 2-4 properties on the first page of Google for each main keyword.

3 weeks later they emailed and said it was too expensive and they are putting SEO on hold and will do it in-house now, whatever that means.

Here is my question: I know this niche very well now after working with them. My thought was to create rental sites for the biggest cities that we have not yet targeted organically and offer them to the original client first and then to their competitors if they don't want them.
What are your thoughts?

Did your contract include an exclusivity clause and a competition clause?

No, we did not include these clauses. We probably should have. I know in the future we will include them.
Do these clauses work both ways? Meaning I won't work for the competition and they can't hire another SEO company?

I would leave them off. In the best case they help the client not the service provider.

Even if you had a clause that did the reverse you would be hard pressed to get a client to sign it let allone to get a court to uphold it.

I know in house means that they will do something themselves. I'm not sure they know what it means to do "SEO in house".
They probably think all they have to do is throw up a site and *boom* it's on page one.

Or they googled it or they came to a site like this and read up on it.

Depending on what needs to be done it may be cheaper to do in house.

Are you still doing their PPC?

Yes, we are still doing PPC in all 13 counties. We have done organic SEO in 2 of those counties.

They should have started in a different county for a better return of investment but they wanted to increase sales in one particular county that didn't have all that much traffic. I told them which areas would be best to target next. They may try them and fail, because these areas are also more competitive.
