Best place to outsource video marketing for clients?

I will be starting a video marketing campaign for an offline client and want to outsource this as far as creation and distribution. Any suggestions on what is the best and cheapest option? I don't need very elaborate videos done, just need them for SEO purposes and to rank to for local terms on the first page of the SERPs.

We have expertise in creating videos that rank. A well optimized script is key. The script is one of the more important components in terms of helping to rank the video (along with numerous other onsite and offsite components).
