    The usual haunts I guess, Odesk, eLance, Rentacoder (now called vWorker) etc.

    I may be able to help you, it depends on what you mean by reasonable. I live in Bulgaria so you can take advantage of the currency difference.

    I just found this guy in 39 seconds doing a search for mobile website design
    I haven't used him, but he has good reviews and good examples... Plus it's only $47
