What are the main factors for ranking a google places page?

Have things changed?
I use to think that citation were king but iam seeing places pages ranking higher than me with hardly any citations. For carpet cleaning Tampa I have three times as many citations as my competition but 4 months in Iam no where to be found

      Check closely on what iannameless mentioned.
      I read that even the most miniscule difference in listing text will make the Goobot think they might not be the same biz and ignore it.

    Your places page has plenty of review, good setup..build little bit map pointing links(fiverr) and I think it is not a good idea to use Geo term in your business category.

    optimize business detail(description) with geo term not in category..
