Web Design Outsourcing Options

Can someone point me in the right direction? I'm looking for the best way to outsource a few aspects of a website. Specifically, I need a header, footer, body and color scheme. I'm really looking for a creative mind to give me a design with color gradients. It would be nice if there were a site like 99design that was cheaper.

I'm using mostly wordpress, but I like to customize things, because most themes are becoming overused.

    First and foremost thing in outsourcing is to find the right guy by trying different guys with small jobs and see how efficient and responsive they are and once you find that person, before giving them a big job, use a secured way for funds transferring.
    Other warriors will definitely share their experiences and help you find a good way for outsourcing. Anyhow,I personally use a guy that does this kind of work (found this guy after wasting some money and time initially) and other jobs such as updating sites regularly, creating banners and other color combination work for really cheap.
