Best way to cold call web agencies?

I run a very small team that do PSD to HTML work to a couple of UK based web agencies. I got this flow of work by reference, but now I want to make it grow and get new clients.
English is not my primary language so I don't feel comfortable approaching these agencies by phone, plus I suck at selling, so I'm trying to hire a salesperson to try to get new contracts.
How do you suggest to approach these agencies in an effective way? Is there any script that I can use?
And where can I hire someone to do this job for me? My budget is not much, but could work with a base salary and % of sales.
