I agree with a lot of the above statements - it's best to give this work to a reputable SEO white-label firm with reporting. It's always good for the client to get a 5-70 page report emailed to them once a month with all the work "you" have done.

Do NOT use fiverr and other cheap services as you can very easily get slapped by google, and screw your clients.

Find out if they are any good. What types of keywords have they ranked for. What type of SEO are they gonna do? Full works ie technical or just pure link building.
