Sites on Flippa with High PR. How is it possible ?

I have seen few sites on flippa which were just 3 to 4 months old but with PRs 4,5 &6.
I have checked them myself and they were not fake PRs.
Is it possible to achieve such high PRs in less time ?
Can a site directly get PR4 from PR0 ?

You buy an aged domain with an established page rank.
Then build a site on that domain.
