Laws relating to flyer distribution. Who is liable for offline breaches? affiliates or Advertiser

We are in the process of setting up an offline marketing offer that affiliates can promote offline via places like:

1) Universities/Colleges

2) Major Sporting Events

3) Shopping Centers, Train Stations, Bus Stops

I understand that there are various laws and rules depending on the USA towns/county/state that publishers may plan to distribute our flyers in eg solicitation laws/regulations.

My question is, if a publisher/affiliate is accepted to promote our offer offline, and then hires/engages a team of flyer distributers that go ahead and start distributing our flyers without strictly adhering to the laws and regulations of the local area/county/ and then some entity/governing body or person takes any sort of action like issues a fine/penalty etc etc.....

Can everyone shed their thoughts and expertise from a legal standpoint on who is liable financially for any breach/deviations of laws/regulations/rules in relation to flyer distribution? Affiliates and their teams they engage.... Or Advertisers??

Please explain so we know the best approach forward so we can protect our business should may arise...
