Best SEO Providers on WF after Panda + Penguin? Help

Hey guys. I have had trouble getting stable rankings for my clients after all the big updates. A couple clients who were ranked on page one in google places were fine. But a couple others who were ranked on page one, not in google places have fell to page 2. my provider I had when the upades happened were not able to get them back up, so I tried a new guy, who got the rankings up, but then went back down and have stayed down.

Can anyone point me in the direction of a provider that does all the necessary stuff post penguin/panda. Including social signals, quality unique content, variety of generic and branding backlinks along with the keyword anchor text, and also able to advise on any possible onsite issues.

I dont need advice on what to do, just who to go to !!!!

I found a service here on the forum that sounded perfect, but I have been waiting 3 days to hear back after contacting him, via pm and skype and email. So in the meantime, I thought I would ask if you guys know anyone here to go to. Almost all the seo threads here still talk about blasting backlinks, and no explanation of how they are going about it differently after the updates.
