How to get PPC clients?

So, I work for the largest independent search agency in the UK as a campaign manager, I manage a team and have approximately 15 clients all of which are large international brands. I have years of experience in not just PPC but the complete digital market and whilst I enjoy my job I am interested in getting some part time smaller clients for myself.

However, how would I go about getting these clients, that's what I need help with - looking on Elance and the likes of, the majority of these agencies are based in India, US and some in the UK however they have large portfolios of clients and reviews already, so it makes competing near impossible and whilst I could compete on the price I would rather not do because my skills and experience is probably far superior to the majority and I obviously have a minimum I would work for per hour for any given client.

With this being said, what strategies can anyone suggest I try or have you tried which have worked in getting PPC clients?
