Is SEO+Country Worth Ranking for?

I am into offline marketing and I was wondering is it worth ranking for keywords like: Internet marketing company, SEO company + Country.
First of all searches for these terms are not very high and competition is really stiff.
So my question is even if I don't get discouraged and rank for these terms after many months of efforts.
Will it be worth it?
Of course I will get some clients but here I am talking about ROI.
