Wordpress Question - Plugin missing from menu

I have a client I closed today on a mobile website. I use EZ Mobile Site Generator (a WP plugin) to create the site.

Normally in Wordpress I can see "plugins" as one of the sections on the left navigation menu. Client gave me login name and password to their admin panel, and there is no "plugin" section there.

I tried going to domain.com/wp-admin/plugins.php, but when I do that I get a message saying "You do not have sufficient permissions to access this page."

I am guessing what's going on here is their main web developer has a different login ID where she can see the plugins and everything else and set it up where only she can see them, and the client can only see what is needed to add posts/pages.

Never run across this, so wondering if that makes sense, or if there might be any other way to add a plugin since it's not in the navigation menu and domain.com/wp-admin/plugins.php gives said error.

Much thanks.

It sounds to me that you're correct and that their account isn't an Administrator account. Tell them that you'll need that kind of permission and that they'll need their main web developer to set you up with an account like that.
