For offline sites, is it better to build sites in wordpress or html? I have mostly used html but see that most use wordpress.

what advantages does wordpress have over html? is there more options for themes vs. templates... etc?

Wordpress by far, it's much easier to install and manage and if you want to enable your client to edit the site for an additional cost, WP makes it easier. It also has a wide compatibility with plugins the other Warriors sell.
