I have ad client wanting to scale up his Adwords campaign in all 50 states. We will be using the same site and keywords. Any advice on the best way to go about getting this project knocked out in a timely manner?

Providing you are offering the same service in each state, I would suggest building one campaign and duplicating it in Adwords editor, then you can just find and replace (Ctrl +H) for each different state in your ads and location specific keywords as well as change any location targeting

based on the new changes to adwords, the above wouldn't be necessary.
You can create the whole campaign is one.
Adwords now lets you add multiple bids per locations, all in one campaign.

do you have much adwords experience?

I'm a fan of segmentation of campaigns by location (makes trends easier to evaluate), so I'd go that route to start.

Assuming the current campaign is running in one State only, duplicate it, set location targeting to the other 49 States, and run for a while until you get some good data about which states drive the most traffic & conversions. And then separate the best performers into their own campaigns.

Lots more options for refinement down the road (State-specific ads, landers, individual keyword bid optimizations, etc.) should provide a lift to performance in the long run.
